Google Penalizing Link Exchanges

It appears that Google has been penalizing web site who do not obey the rules when it come to reciprocal linking and I feel I have been victimized as well.

First off if you have a reciprocal links page with more than 25 links and serves absolutely no purpose to your visitors you could be penalized by Google for doing so.

Also if your reciprocal linking structure looks like the following you also could be in trouble.

Links Page 1
Links Page 2
Links Page 3
Links Page 4

And so on

What Google wants is an actual directory type structure with headings and subjects and no more than 25 links per page.
